Found it, nvm! Bistable structures. the bands themselves have various names along the lines of "snap bracelets"
called slap bracelets around here. TIL about the "bistable" name.
AFAIK, most of these things in the consumer market are either measuring tapes, or recycled measuring tapes.
Today I learned what TIL meant, and OP (I always inferred it as original post), it actually means Original Poster.
