That's Australia's voting system and will realistically lead to next to no real change from First Past the Post. Infinitely better than Proportional Representation.
It's a change from the status quo and a step in the right direction. Once you show the way, others will be more inclined to try other reforms. Obviously both this and FPTP suck, but this sucks less than FPTP.
