I don't understand how this guy ran twice and never got any scrutiny at all. Was it complacency that a Republican wouldn't win? No one paying attention to this area of the country (which is in the largest media market in the country)?

No. Because they're chosen through popular primaries. The most a party can realistically do is refuse to support its candidate.
