Well I suppose if you count the terrorist attacks of the IRA you should also count, say, Timothy McVeighs bombing. And deaths by the Black Panthers, the KKK, etc., should also be counted then (which are over 11 already).
We could just count the political killings by the IRA, which are surely greater than 11, especially if you include its earlier manifestations (i.e. battle for Irish home rule).
