That's the point of a progressive tax system --- where individual rates vary according to life stages (student, first job, new parent, mid-career, highest wage point, retirement, infirm). That flexibility in taxing percent of income doesn't penalize the very young, poor, or elderly the way a regressive and/or flat tax might.
Federal INCOME tax isn't the only source of money funding the federal gov't. Everyone pays some sort of federal TAX in every state. Including poor, working poor, students, elderly, military and others with INCOME exemptions.
