In East Point. Other places are better, some are possibly even worse. They close themselves to taking new applications for years at a time there, apparently.
Incidentally, Deal won the gubernatorial runoff, and Handel conceded without demanding a recount.

The answer is because they are fucking idiots, of course. And the possibility of the poor not having access to computers (don't know a thing about East Point public libraries, although I'd guess they have them), or being computer illiterate (or actually illiterate).
But basically, the answer is that they are fucking idiots.
I mean, the worst part is not even opening their waiting list for 8 years. Thewaiting list.

Their link to the city of Marietta is broken, so looked it up - they haven't been accepting applications there since 2001.
