Except that the use of force is sadly part of the officers job in the same way cutting a patient is a part of a surgeons job.
If a surgeon screws up in a non fatal but serious manner then you'd think losing his licence was a severe punishment.
One strike and you're out will terminate this behaviour very quickly.
As for financial restitution for the victim that would normally come from the employer not the employee surely? There should be restitution but I'd think the force would be held liable for their employees actions.
