The in-state part of your post doesn't make sense either. The in-state students rarely pay the real cost of tuition. Part of that cost is subsidized by the university; it doesn't help that public universities can't raise tuition sufficiently to cover the difference between those two costs. If anything, the state is dependent on the public colleges to continue educating its students at a discounted price, even as government contributions to public universities have plummeted over the last few decades. The real money comes from out-of-state (and foreign) students.
