Default Proposal for new global convention

Signatories will commit to implementing some version of the Canadian and British policies where each new piece of legislation that complicates life for their citizens and adds extra costs must be accompanied by the simultaneous removal of at least one other complicating soul-sucking wallet-emptying law. Any law that is expected to increase the complexity of the country's legal system will require a simultaneous simplification of existing legislation.

This seems like a populist idea that could actually be sold to a wide variety of people.

Except, I suspect there are absolutely tons and tons of regulations that are unenforced. So, if not done property, new regulations could come into force without actually reducing the net number of annoying things actually interfering with peoples lives.

So long as it doesn't apply to banks, or I may be out of a job

What would that mean for the UN, or NATO?
