What a complete asshole. The Lewk-style policing is one thing, but his foreign affairs approach is simply stunning. It really is like my worst fears for a president Trump, a president with child-like temperament. It's crazy.

Philippine leader tells Obama 'go to hell', says can buy arms from Russia, China

MANILA (Reuters) - Philippine leader Rodrigo Duterte on Tuesday told U.S. President Barack Obama to "go to hell" and said the United States had refused to sell some weapons to his country but he did not care because Russia and China were willing suppliers.

In his latest salvo, Duterte said he was realigning his foreign policy because the United States had failed the Philippines and added that at some point, "I will break up with America". It was not clear what he meant by "break up".

During three tangential and fiercely worded speeches in Manila, Duterte said the United States did not want to sell missiles and other weapons, but Russia and China had told him they could provide them easily.

"Although it may sound shit to you, it is my sacred duty to keep the integrity of this republic and the people healthy," Duterte said.

"If you don't want to sell arms, I'll go to Russia. I sent the generals to Russia and Russia said 'do not worry we have everything you need, we'll give it to you'.

"And as for China, they said 'just come over and sign and everything will be delivered'."

His comments were the latest in a near-daily barrage of hostility toward the United States, during which Duterte has started to contrast the former colonial power with its geopolitical rivals Russia and China.

On Sunday, he said he had got support from Russia and China when he complained to them about the United States. He also said he would review a U.S.-Philippines Enhanced Defence Cooperation Agreement.

The deal, signed in 2014, grants U.S. troops some access to Philippine bases, and allows them to set up storage facilities for maritime security and humanitarian and disaster response operations.

He said the United States should have supported the Philippines in tackling its chronic drugs problems but instead criticized him for the high death toll, as did the European Union.

'HELL IS FULL'

"Instead of helping us, the first to hit was the State Department. So you can go to hell, Mr Obama, you can go to hell," he said.

"EU, better choose purgatory. Hell is full already. Why should I be afraid of you?"

At a later speech he said he was emotional because the United States had not been a friend of the Philippines since his election in May.

"They just ... reprimand another president in front of the international community," he told the Jewish community at a synagogue.

"This is what happens now, I will be reconfiguring my foreign policy. Eventually, I might in my time I will break up with America."

It was not clear if by his "time", he was referring to his six-year term in office.

According to some U.S. officials, Washington has been doing its best to ignore Duterte's rhetoric and not provide him with a pretext for more outbursts.

While an open break with Manila would create problems in a region where China's influence has grown, there were no serious discussions about taking punitive steps such as cutting aid to the Philippines, two U.S. officials said on Monday.

Several of Duterte's allies on Monday suggested he act more like a statesman because his comments had created a stir. On Tuesday, he said his outbursts were because he was provoked by criticism of his crackdown on drugs.

"When you are already at the receiving end of an uncontrollable rush, the only way out is to insult," he said.

"That is my retaliation."

Update -- Duterte wants US military out of the Philippines.

What is this guy's problem? Is this all about his apparently fucked up personality? Does he have any idea what he's signing his country up for? Hell, I don't think I do, tbh. But it sure looks like he's moving to become a Chinese client state, in lieu of being a US client state. How the hell can that be an improvement?

Rodrigo Duterte Says He Wants All Foreign Troops Out Of Philippines

Philippine President Rodrigo Duterte, who has insulted the U.S. and called for an end to joint military exercises between the two countries, said on Wednesday that he'd like all foreign troops to leave his country — possibly within the next two years.

Duterte was speaking to an audience in Japan, where he's on a three-day visit.

The U.S. used to maintain military bases in the Philippines, a former U.S. colony, but in 1991 the Philippines voted to eject U.S. forces. In 2014 a new agreement between the countries allowed for some American military presence, intended to counterbalance the growing influence of China in the South China Sea dispute.

Protesters calling for the departure of U.S. troops gathered outside the U.S. Embassy in Manila earlier this month, where police responded violently and a police van repeatedly rammed some of the demonstrators.

Duterte was out of the country at the time — visiting China, in fact. The president, who took office earlier this year, has courted Beijing while distancing himself from the U.S.

The Associated Press has more from Duterte's speech to a business audience in Tokyo:

"In his speech, the Philippine leader departed at the end of his prepared remarks on economic development and investment to address the topic that he said he knows is 'what is in everybody's mind.'

"He said he is pursuing an independent foreign policy, and that he wants foreign troops to leave, maybe in the next two years. 'I want them out,' he said.

" 'I may have ruffled the feelings of some but that is how it is,' he said. 'We will survive, without the assistance of America, maybe a lesser quality of life, but as I said, we will survive.' "

Later on Wednesday, Duterte and Japanese Prime Minister Shinzo Abe said they'd be cooperating on maritime security, and that Japan would support economic development projects in the Philippines.

The two leaders did not publicly discuss America, the AP reports. Japan is a staunch U.S. ally, and announced this fall it would operate joint training patrols with the U.S. in the disputed South China Sea region.

NPR's Anthony Kuhn reports that Duterte's recent comments about his foreign policy plans have been both concerning and baffling to international leaders.

"Last week in Beijing, Duterte said he was separating from the U.S. and shelving maritime disputes with China," Anthony says. "Now in Tokyo, Duterte says that he will support Japan on security issues. Leaders in several countries are now quite confused."

I know literally nothing about politics in the Philippines but these sentences might explain why he is doing it - seems like a win in terms of popularity/local politics.
