    Mathematically possibly yes, but that's a lotta killing. Inception works better.

    Not necessarily by itself, depending on the circumstances it can also require extensive civil reconstruction (and/or extended occupation) but yes. That's not to say it definitely will though.

    What if terrorism is the ideology....which has no national or governmental boundaries in the modern world?
