    Apparently, laws are usually written with a standard "severable clause". Legalese meaning parts of a bill can be removed as needed, without having to re-write the whole thing, or a judge can void certain parts without nullifying the whole. The healthcare law didn't have one, but was considered implicit by the authors (and congress, and some other judges).
