Er... "left out in the cold"?

What is the implication of this? I don't get it. Britain doesn't have the euro... why should it abdicate its fiscal policy? Why would Britain agree to abdicate its fiscal policy given that it has a different currency?

Or, in other words: I thought the point of having lockstep fiscal policy in a currency union was to prevent cheating, and why would anyone be upset that Britain didn't sign on to this, given that it is not in a currency union?
