It's not that simple. It's a quirk with the recall process. The incumbent is campaigning from the moment a recall is called. Meanwhile, only after a recall is confirmed can a challenger be decided. That means the challenger has less time to campaign. What this ignores is that Walker had to defend himself during both the attempt to call a recall and the election itself, while his opponent only had to worry about the latter stage.
