Many classes either don't take roll call or pupils/teachers can fix it even if the pupils not present - especially if they're incentivised to improve attendance it can be easier to take a fake roll call than fix the underlying problem.

teachers don't "fix" roll call. that is likely the easiest way to get fired. misplacing children doesn't fly at any level.
