Why not pay for gender reassignment for anyone who needs it - in prison or not? Why not actually take care of the citizens of this country fairly?

As for designing prisons that serve the mental health of the prisoners inside, I think that would absolutely be ideal. Prisons should focus on rehabilitation over punishment. Prison reform is a necessity.
