Did you actually read anything in this thread? It's not individual officers who were guilty of wrong-doing; it's the entire freaking department, going from officers patrolling the streets to high ranking officers. We're talking about a rotten department culture that actually promotes this kind of behavior. This going back to the article I cited before by a black cop who said 15% of officers are good no matter what, 15% are bad no matter what, and 70% could turn out either way based on department culture. Do the math about how many bad apples there are in Baltimore (none of whom have been punished yet by the way).
