Article 50 actually says that the negotiations should take "account of the framework for its future relationship with the Union". It says the EU should negotiate in accordance with Article 218 (3).

It says nothing negotiating about negotiating the future relationship between the EU and the leaving state only after settling the future relationship between one fraction of the EU and one fraction of the leaving state.
