Truly disturbing, and obviously not limited to just Brazil. I see no good way to tackle this problem within a modern legal framework, beyond holding the platform criminally liable when its users run afoul of laws prohibiting hate speech, incitement of violence, the propagation of disinformation etc.
Anyway, solid article, worth a read.
