Only ~5% of Wisconsin students take the SAT, (the numbers used there are from the late 1990's, which make conclusions even harder to make) compared to a nationwide average of 45%. Of these 5%, how many do you think are at the top of their class and are applying to out-of-state schools which encourage/require the SAT?
The ranking algorithm used is also screwy, and really not indicative of anything significant, and none of this takes the amount of money each state spends per student into account.
In short, your numbers are meaningless, but I'm sure it made for a great tweet.
