Actually, Sweden has had a pretty good experience with school vouchers. Not perfect (no system is perfect), but it's a popular program, nyet?
In the US, our most high-profile program is in our national capital. It was so successful that the teacher's unions got Democrats to temporarily cancel the program. But pulling poor kids out of good private schools was seen as a low-blow and the program was restarted.
