If CEO's and corporate owners aren't where the buck ultimately stops, then what's that mean---they're just paying others to be the fall guys?

I'd also be surprised to learn that James or Rupert Murdoch didn't know about the hacking at the time it took place, either through sanctioning it in the first instance, or allowing it to continue and approving its being covered up when they first learnt of it.
