The Economist suggested allowing Turkey to create a massive safe haven in northwestern Turkey and use that as a base to train the rebels. I'm not convinced that would work, but it's probably better than any other alternative involving the use of force.
I do wonder how al-Qaeda's endorsement of the Syrian rebellion (and possibly being responsible for several suicide bombings in Syria) affects Western calculation. Presumably, we don't want to stand on the sidelines while al-Qaeda helps the Syrians overthrow Assad.
