As far as I can recall, I'm the only person here who is willing to bump a thread after six months to say that I changed my views and agreed with those I disagreed with. And that's several years after taking a lot of juvenile abuse from people for expressing my (former) view on the subject at Atard.
I'm [almost] always having an honest discussion, as are most people here. The people who are being intellectually dishonest are those who either refuse to engage (but prefer to lob insultingNess whenever they feel like it) or those who simply can't handle someone disagreeing with them on a number of fronts. As far as I can tell, they've taken down that notice and just re-direct to a "Service Temporarily Unavailable" page on weekends. EG http://www.dos.ny.gov/corps/euccfiling.html
This reflects one of the weirder elements I've found working with the NY State government. A small portion of their Websites are actually only open during business hours. Every night and on weekends, the sites are taken down or somehow disabled.
I've heard a range of explanations, none of which I can totally believe-
1) One suggestion is that the particular government union that runs that office doesn't want the Internet to compete with its employees who file physical paper. So, they insert a clause in the collective bargaining that allows for e-filing of obscure documents, but restricts it to random hours. I don't totally believe this, but it wouldn't really be surprising at all.
2) The second idea is that the sites are so crummy and unreliable, they are afraid of things breaking when no one is in the office to fix them. Or their databases are too flimsy to handle even one weekend/night worth of submissions without someone manually cleaning the database or handling things.
3) The third idea is somewhat likely, but also possibly the most insane. Government bureaucrats simply don't think anyone would access government information outside of business hours, so they shut things down. I saw similar behavior with a government site about breastfeeding infants. Which was totally insane, because people who want to learn about breastfeeding aren't going to look it up during business hours at their work computers.![]()

Its likely shutdown to stop a possible backlog of submissions piling up. Not saying the work is lower by doing this, but this way at least stops someone from coming in to an inbox full of whatever they are submitting.
When our county was forced into furlough we did the same with our site, going as far down as disabling the ability to put a book on hold.
I'm betting whatever esystem they are using still requires a human to look over it and copy the information from the user form into whatever software they are using. So they aren't treating it any different than if you were to call it in or do it in person.
