The IRA was one of the more infamous Terrorists groups, and they certainly weren't Muslims, immigrants, or foreigners.most importantly, they clearly tried to use violence against civilians to obtain political goals.
I may have to concede, however, that a number of western politicians may use the term "terrorism" a little frivolously.
