In your second question you are asking something different. You are asking about retro comic books and modern anime. For these, no, I'd imagine they wouldn't come under the opt-in banner, as they aren't porn.
With the caveat of that anime which certainly does cross the line into porn, that is.

Also note that is a filter that was put in by TalkTalk a private company and a relatively minor one at that. They've put that in as a sales pitch to get new customers because there's been private demand for it - not because the government made them.
I referring to the line that says the government says all filters will come checked by default, and that users will have to "systematically unblock things". That can be taken to mean the government is going to be block way more than just porn. That filter list covers a vast majority on the web by use (no point in considering volume). Having to verify with the government (read: be an adult), to see stuff that is not porn related, but is at best questionable or unfavorable is a huge leap from using the children as an excuse to block porn.
This is looking less and less like a "think of the children" push, and more and more like a way to weed out the users that the government doesn't need to waste resources tracking.
Can't see how blocking selfharm or suicide sites is going to backfire, nope none at all, that makes perfect sense. /s

So. . . all UK internet traffic is routed through this firm, whether they've opted out of filtering or not? The NSA must be delighted. And it's a good thing Google has a real competitor for hoovering up data. Minx says he's curious about the sociological or psych research but who cares about that, this is a goldmine for tracking and analytics.
