Not saying I think that's what happened, I prefer to apply Hanlon's Razor about preferring stupidity/incompetence to malice as the reason behind events, but Russia has relied on manufactured provocations justifying an intervention to stabilize an area before.
Russia has gotten so good at creating its own reality that there really is no need to engage in any kind of risky actions to bring that reality about.
