A minority of people will not react in the desired way if you ask them something politely. That has got nothing to do with their race by the way, but everything with their personality. Being rude or polite isn't the way to deal with the public; being rude and polite in the right amount at the right time is important. What little experience I have had with people employed by the US government has given me the idea that ability to adapt to the situation you're dealing with, is way down the list of priorities when they hire people.
