There were limits, very good ones, to evil sentiments expressed in CC. Granted, Cain routinely violated those limits with impunity in CC (he really did egg on putative tween suicides at least twice IIRC) and got away with it, which is presumably why he thinks it is acceptable to say something 10 times worse here.
