It isn't (except for prison contractors ) but I think you can argue that a judicial system has a responsibility to work towards the overall betterment of society and that's hard to do if you forbid cost-benefit considerations.

Or we could just execute murderers after one appeal, within a year of sentencing. Imagine how much money we'd save.
