Usually companies build a business with private investment/lending. Then they go public to reward early investors or raise more capital. This company is already public for reasons I can't figure out. Seems like a very bad investment unfortunately.
That pretty much confirms what I thought. Possibly they were hoping to bring a design that is actually good to electricity companies, and have them make the investment (as is common in power plants, though usually they commission the design themselves).

Still, neat idea, but I do doubt how far beyond a dream it is.
