Yes, that's what the link said. Technically, the NBER can only ever proclaim these things in hindsight. Never mind the Great Depression continued for years after it was technically declared "over".

Well, of course, how could it be? We now have safety nets created after the Great Depression. Things that didn't exist then, like food stamps, school lunches, subsidized housing, unemployment insurance, Social Security "pensions", Medicare and Medicaid, etc.
