Its in their self-interest to do whatever increases views and thus revenue. Parent's simply "deeming" something unsafe doesn't cut it. It took weeks of public outcry and the issue spreading to far flung places like here before youtube took action. Why? Because one of the biggest "problem" channels was literally one of their biggest channels period, with close to 10 million subscribers.
