I think actual trains and would be more efficient. After all, the main efficiencies of trains are realized when one train motor scales-up transportation for a lot of people. At best, I think this will just relieve traffic congestion.
It would mean a significantly higher efficiency in road use, but there has been talk about this for about 20 or more years and I don't see any actual move on the implementation. It's a great way of combining the advantages of individual and public transport. The idea that you need big cars to be safe on a highway would also effectively be nil and void.
