It's not useful to report a suspect's race unless you can verify that information and can provide other useful identifying information. The Mail has no journalistic standards and is therefore not above providing false, unverified and/or useless information. How do you think "black male in a hoodie" is supposed to help members of the public identify him? If anything, it'll help him evade capture as the police gets random tips about unrelated black men in hoodies.
This article doesn't lend any support to your previous and shamefully stupid conspiracy theory. Your conspiracy theory is essentially that officials--FBI, DHS etc--are covering up the Vegas shooter's ISIS affiliations in order to avoid triggering racists. Does this story show officials covering up such info for similar reasons? No, it shows the police identifying a suspect.
