    They are hard to design websites for because the government is just as ridiculous on their website specs as everything else... then things like counterfeit electronic parts happen... same for websites: I wouldn't be surprised that many Chinese subcontractors (possibly "spies") work on US government sites...

    Indeed, the government specs out that stuff in crazy ways. They also require an enormous amount of hours spent with the contractor reviewing and making revisions.

    I actually have a description for an IT/web job at a local government area in Boston. TL; DR: they want you to have knowledge in all sorts of web programming languages and Microsoft packages, but they want the site done in "hand-coded" HTML for blind accessibility... "section 508", which is a complete contradiction. I looked at their site, and it is fairly pathetic in terms of both presentation and coding structure. Still better than some of the Indian website mills, though... the rate they were offering was apparently fairly low too.

    Job Responsibilities

    Primary Function(s):
    • Work with lead HTML staff supporting several external web sites using hand-coded HTML/CSS, including large, complex web site – expertise required.
    • Support for Sharepoint intranet (2007, 2010) – customization – experience, or ability to learn quickly.
    • Support for current and emerging web tools: web video, javascript, jquery, maps (bing, google) – experience, or ability to learn and apply quickly.
    • Experience with web best practices: usability, cross-browser coding, good house-keeping, etc…
    • Must have excellent communication skills, ability to work well in collaborative team.
    • MUST be able to work under pressure, and keep track of several projects at once, in ever-evolving, uneven-paced environment.


    Principle Duties and Essential Job Functions:
    • Work in conjunction with lead web coder (and web team) to code/maintain several external web sites.
    • Experience with hand-coded HTML/CSS, server-side includes and other web site design/maintenance-related applications and Internet/Intranet development languages and protocols – hand coding necessary, must typically code that way.
    • Hands-on experience supporting large, complex web site, working with other HTML coders on sites.
    • Cross-browser coding, and good usability awareness necessary.
    • Perform graphics production/optimization and create graphic assets for HTML production - Adobe Suite.
    • Experience with FTP and other basic web tools.
    • Work with web team to support Sharepoint-based intranet - have experience or quick to learn Infopath, Microsoft Sharepoint and Sharepoint Designer (2007, and 2010) – especially branding, customization.
    • Experience with, or ability to learn quickly and apply web tools: jquery, javascript, maps (bing, google), video for web, etc…
    • Familiarity with SEO
    • Familiarity or experience with HTML 5/CSS3
    • Awareness of MS SQL, .NET, ASP, IIS, etc… helpful.
    • Familiarity with Section 508 web requirements a big plus.
    • Must be detail oriented and accurate – responsible to check own work and cross Q/A, review others’
    • Must be a team player who values collaboration, team work. Absolutely must be able to work under pressure, on several different tasks at once, switching back and forth comfortably.
    • Excellent communication skills necessary.
    • Must be able to take direction.

    Skills Required
    Basic Qualifications:
    • Expertise hand-coding with HTML and CSS, SSI, etc…
    • Experience in current Web standards/best practices including HTML/CSS, web accessibility, W3C standards, SEO, cross-browser coding, etc…
    • Experience supporting large, complex web sites necessary.
    • Experience with Adobe Suite, MS Office products necessary, FTP, etc…
    • Experience creating and optimizing web-oriented graphics
    • Experience with current/emerging web tools: javascript, jquery, maps, HTML 5, ajax, etc.. – or ability the learn quickly and apply.
    • Experience with Sharepoint, or elements of Sharepoint – helpful, or interest/ability to learn.
    • An awareness of Flash, video, digital media, etc.

    Experience in the following areas preferred:
    • Usability, graphic design, Section 508 web requirements
    • Experience with Infopath, Microsoft Sharepoint and Sharepoint Designer – especially customization/branding of Sharepoint pages/sites (2007, 2010)
    • Experience with web parts helpful
    • Awareness of MS SQL, .NET, ASP, IIS, etc… helpful.

    Other Potential Tasks:
    • Develop forms and application support via Infopath, work flows, alerts, etc…
    • Develop Sharepoint templates and contribute to coding standards
    • Visual studio, .net, IIS, ms sql
