This should probably be a separate thread, but how does it stay out of cashflow? You're thinking about the net impact on revenues (excluding compliance costs), not the cashflow impact from VAT recovery and payments.

Last time I looked when I did some shopping at Metro (which is a German chain which sells food and related articles only to companies like restaurants, small food shops and the like) when you do some B2B shopping, VAT does not even apply in the first place. You simply don't pay VAT in those cases.

There are two ways to deal with VAT: You've got some kind of established (read: contract) business relationship - then VAT does not even enter the picture. Or you don't have such a pre-established contract, then you get the VAT back through tax-returns.

Businesses don't pay the tax at all, as Khen points out, if they have paid it on any bill, they can deduct it from any VAT they collected before they pay the money due to the tax-office. It's also not really necessary to report on a transaction to transaction basis, it's enough to know what type of transaction it was (B2C or B2B) and how big that category was (turnover). It is a highly effective system of taxation. And what's better still, it doesn't punish working or enterprise.
    Congratulations America

Distortionary loopholes for certain types of companies don't really help your case. At some point this really merits a separate thread...

Wait, B2B as in business to business and B2C as in business to consumer, right?

Yes, in the end only the end-consumer actually pays the VAT.

ALL transactions between companies (hence the B2B) are not subjected to VAT. Not just "certain types".

You can get back the VAT when you leave the country, at least leaving Germany you can.

    The banks expropriate property
    just like the socialist regime
but in capitalist Spain of socialism
    after expropriating houses
    debtors keep half the debt
    and no job.

    In socialism
    no democracy
    in bankocracy
    same hipocrisy.

In Spain no one has a job
    just like socialist regimes
but socialist people are at least
    jobless with no debt.

    Just like in socialist regime
    suicide is widespread in Spain
    when they take their homes
    to repay tribute
    to socialist bankocrats.

    Long live the politburo
    of banker socialists
    who rule over Spaniards
    with no jobs
    and huge debts.

Actually I was referring to Europeans flying to the US. I've noticed a decent number of them have a funny habit of checking nearly-empty suitcases to fill with items bought in the US and bring home.

Well duh why would they go to NYC if not to shop?

And you think that's because of the VAT. I think the cheap dollar is the main reason for this.

They must be first-time tourists who don't know better. It's actually cheaper to buy new luggage in the US, fill it up with jeans or leather jackets, or other goods that can be "checked" *stored in the plane's underbelly* at the airport without paying extra taxes. It's not like they search every single bag or suitcase and compare it to every voluntary itemized passenger form.

Yeah, it's not like people who travel by plane have luggage already anyway, so it's not cheaper than not buying new bags, no Also you can only buy tax free after checkin, so your bags are already gone by then, AFAIK. Not a clue what your last line is about, never filled out a form you are referring to?

    The plane tragedy
    Declare war on Internet
    Dawdle on Russia

I don't mean to be crude here, but despite all the talk each passing day makes it clear Russia will escape any meaningful sanction for inserting these weapons into a proxy war and then covering-up their use. The streets of Brussels were filled with chants for Jihad, and nary a peep for the unfriendly neighborhood gas supplier. It's somewhere between dispiriting and scary. Mainly if you're walking past the chanters.
