Probably not. But if he is being pushed out and Mattis/Kelly are behind it or involved in it than it's probably an attempt to rein in the aggressiveness toward North Korea. McMaster is very hawkish about "resolving" the situation there (and ending our permanent military commitment in defense of it, I think) while Mattis and Kelly have been trying to bring out a fire hose and keeps emphasizing diplomacy, emphasizing how they can't actually attack us, etc. With the things I've heard about this WH administration though, I'd almost think it more likely this is a reverse psychology ploy by McMaster or those who support him and his views to get Trump riled up against the idea.
