Actually, they could have had any color they wanted as members of the EU. Not all EU countries switched to burgundy. And all that did, did so voluntarily.
Seems like De Pfeffel is slowly starting to understand that ending freedom of movement wasn't such a brilliant plan; today he gave the go-ahead for easing of requirements for truck drivers.
