    My sense is that if this could be prosecuted, it would be under domestic law, and there's no way in hell that's going to happen.

    Potentially. For that to happen though, a country with sovereign rights to represent one or more of the victims has to make the claim on their behalf, IIRC. Syria is in absolutely no position to do so however. You might have better luck under one of the European regional courts but I don't know who might be allowed to make a claim against Italy in that case or which court might have jurisdiction.
