Short of ideal? 400 unarmed people being killed each year and rampant discrimination against non-whites across every type of police interaction? This is like saying "why are you so upset with slavery? we banned whippings."

Bodycams were used in 10% of the shootings. And none resulted in a conviction this year. We already had this discussion. People like you will always find an excuse not to convict. Even here you're hedging against punishments to police departments who knew damn well what was going on.
