Default Why does the US still owe the UN money?

Afaict, the US owes the UN $2-3 billion in unpaid dues. Now, these dues aren't fixed and it's not a pay-what-you-want humble bundle affair; they're negotiated, and are intended to reflect a nation's GDP among other things. The city of New York and its businesses earn something like $3 billion a year due to the UNHQ being located there. Why isn't the US paying what it owes?
