Certain governments can compel Facebook to implement a double standard for censorship.

The media and bureaucratic elites have pounded on tech companies to censor "fake news", "harassment" and other content that may seem absolute but in aggregate can get quite subjective.
And here we are, living with the consequences of our unwillingness to promote ideals of free speech and tolerance (even against intolerance).
Not particularly relevant to this issue unless you think private companies and individuals = the state.

When the media is in the mood or has found a particular target (EG Facebook), the media will treat private companies as having state-like obligations.
Because the media can send corporations to jail.
