If you think that's an upper limit and it will usually be much faster you're delusional. As for your "furthermore" clarification, no. That's not a 5 in 1, that's a 5 in 5. There is no such thing as "collective justice" in our judicial or police systems nor should there be. One person's evaluation and determination is based on its own merits, not those of some other person.
