It is noteworthy, because the context and content of the speech make it clear that a speech that should've focused on funding and recruiting more police officers (in itself little more than a populist gimmick intended to distract the public from irresponsible governance) was instead repurposed as a Trumpian display to arouse authoritarians in the public in furtherance of his Brexit agenda.
The photo of Cameron is from a visit to British troops in Afghanistan, where he addressed the troops about the war. The photo of Blair is from a speech addressing British troops. The photo of Brown is from a visit to Basra, where he addressed British troops. Even the photo of May is from a non-political event, when she hosted the police bravery award ceremony. Posing for a photo with soldiers and police isn't all that controversial, but doing so with the intention of exploiting them for a political speech about unrelated and deeply divisive issues is controversial, and rightfully so. The govt. is hijacking the police for political shenanigans and that is quite disgraceful. You utter nimrod.

You're free to speculate all you like, but no election had been officially announced, and, unless you have credible evidence suggesting he used British troops as a backdrop for a campaign speech or otherwise blatantly partisan speech addressing the public, you don't have a leg to stand on. That he may have used the announcement itself as an electioneering opportunity is less severe an offense than using the soldiers themselves as authoritarian props for a partisan speech, but, if you disagree, then you should by rights be critical of Johnson as well.

His team had completely briefed that there would be an election then did this as a major publicity stunt during Tory Conference that backfired badly and then the next day Cameron gave a confident speech, by the end of the week the polls turned and he was forced into a humiliating interview where he cancelled the election saying it wasn't planned which was a blatant lie nobody believed. And his credibility was shot from there and he never recovered.
