    I believe most of Europe with the notable exception of Sweden.
    I believe the USA and the whole of the Americas in general are not on the list.

    EDIT: Actually Portugal too (mainland, not islands) it seems is still restricted

    Standard economic theory in a health crisis is that properly dealing with the health crisis does the least economic damage as then people can get back to normal quicker, whereas a badly managed health crisis would drag out the economic impact.

    On this side of the pond despite much higher population densities the virus is squished down in numbers now and we are hopefully heading to a V shaped recovery. Looks like the USA will be trapped with a U or W shaped one.

    Its interesting that masks are really not that big of a deal over here.

    Originally our scientists were following WHO scientists and not recommending mask wearing. They've belatedly come around that masks are a good idea but are very halfhearted about it only really speaking about masks in crowded places (like public transport).

    Starting to see more mask wearing about but overall I get the impression most Brits aren't wearing masks not because they're for/against them or its a political issue but just that people can't be bothered with the hassle. But none of the political parties are really talking about masks that much.

    There must be a balance between economy and pandemic. It is a balance between death by COVID and death by starvation. A poorer economy will be less prepared to deal with the next pandemic wave. If economy is wounded, unemployed or starved people will be going out and that will increase the rate of infection. Too much infection and people will halt the economy.

    Slowing COVID is about containing COVID until a cure is available. Keeping economy as alive as possible is a must, because many people worldwide depends on economy to survive. Losing jobs is easier than creating jobs. If a cure is not found or it is not widely available, in the end between 70% to 85% of people will get infected, so the only difference will be the final health of economy to keep going. Slowing COVID gives time to develop a cure, and avoids overwhelming health system and run out of beds.

    So there is a precarious balance. It is not a binary choice.

    If you have distance, you do not need mask.
    You may imagine people throwing flour then they breath or talk.

    This cloud of flour extends about 2 meters away, floating in the air. So if you are outside of that cloud, keeping distance, you do not need a mask.
    If you are in a farm, far away from anything, you need not a mask.
    If you are in your car, recycling air, no flour will enter, so you need not to wear a mask.

    Masks are mostly needed for COVID patients to wear, so the flour cloud gets smaller.
    Masks provides minimal protection to non infected patients. Viruses are too tiny, a nanobot almost in a molecular level. Stopping the virus with a mask is like stopping a flamethrower with a chainmail.

    At hospitals, doctors wear masks, mostly to avoid infecting others.

    The problem is people are not being instructed on how it works.
