This is third-world country stuff. Is there any realistic path forward? How do you get all the irredeemable shitstains out of law-enforcement?

Start by banning police "unions". The guys with the guns don't need extra power.

In that case, there are none. Things like bodycams help at the margins, but they do nothing to change the basic policing culture. A lot has to do with how police officers are trained, with who's doing the training, and the kind of people who try to join the police. Not to mention public disinterest in massive abuses carried out by the police. Nothing will bring about fundamental changes.
