Somehow other countries manage. Their police forces also manage to not constantly violate people's rights, thus leading to expensive lawsuits.

America is a crazy litigious country, it is one of our weaknesses. People are quick to suggest police officers be sued civilly on an individual basis, but would you want to do the same for IRS agents? What about judges? How about members of the legislature? Nuisance suits are going to be on the rise, we'll see how it works out.
