Well, we can discuss motivations and excuses (personally, I think Theon's background and conflicts actually make him worse - he should know better. Joffrey was 'raised' in possibly the most dysfunctional way imaginable for one in his position), but their actions speak for themselves: Theon has murdered at least one adult and two children, Joffrey had Ned Stark beheaded and a dudes tongue ripped out and issued a sever being to a prostitute. That puts Theon ahead on points.
