No. The question isn't whether or not hair-length makes someone more or less of a woman. The question in this case is whether or not someone is being treated, as far as regulations are concerned, like a man. She doesn't have cancer and she isn't undergoing any treatment that's supposed to make her have short hair. It's just an arbitrary and stupid decision by govt. authorities and to defend it by saying that people undergoing chemotherapy lose their hair is as dumb as saying that it's okay for the govt. to randomly kill people because so many people die from heart-attacks. The govt. is supposed to be more accountable than Lady Fortune.

Actually the concession is an issue. When we make prisoners lives easier we lessen the deterrence effect. It is also about mocking a particularly vain person who clearly has some strange assumptions. Cutting your hair is not physical harm. You don't get a pass compared to everyone else because you like to think you're a special little snowflake. If you recognize the validity of her gender identity, to the point of offering her treatment, then there is no defensible reason for treating her as a dude in other arbitrary ways.
